Scott Barry, CPD, President, Facilities Team Leader


Scott Barry, CPD, has more than 26 years of experience in the project management of multi-discipline projects. He has in-depth working knowledge of local code requirements and health department regulations for plumbing and fire protection systems. In his years of design experience, he has provided design for City of Memphis, Memphis Housing Authority, the Memphis Zoo and Aquarium, Federal Express, the United States Navy and many other public and private clients.



Ralph Richardson, PE, Chairman of the Board

Ralph Richardson, PE, has 30 years of engineering experience, joining SSR Ellers, Inc. in 1969. His specialties include structural systems analysis and design recommendations, steel-framed buildings, reinforced concrete buildings, foundation design and seismic studies and design. Richardson is responsible for the preparation of structural specifications and cost estimates as well as the design coordination with other engineering disciplines. He is a registered engineer in Tennessee and Mississippi, and holds a master’s degree in civil engineering from the University of Tennessee at Knoxville.



Tom Needham, PE, Senior Vice President, Infrastructure Team Leader

For the past 38 years, Tom Needham has practiced engineering in the State of Tennessee as design engineer, project manager, and construction manager. His engineering and management expertise has improved not only the infrastructure but also the cityscape of the Memphis community and surrounding area. Notable accomplishments include: program management for the Memphis Area Transit Authority where he was responsible for the Central Station renovation and the Medical Center rail extension; project management for the Tennessee Air National Guard on a master plan for the relocation of the Memphis unit to a new site accommodating C-5 Aircraft; program management for the IDQ contract with the Memphis Housing Authority; and project management for Federal Express on design of their Air Operations Training Facility.



Brad Davis, PE, Vice President, Civil Team Leader

Brad Davis, PE, is a graduate of the University of Memphis, where he earned both his bachelor's and master's degrees in civil engineering. He is a licensed professional engineer in both Tennessee and Arkansas and has over five years of experience in the municipal arena. Although the majority of his work has been in water treatment and distribution and wastewater collection and treatment, he also has experience in the area of odor control.



David Bradford, PE, Vice President, Corrections/Educational Team Leader

David Bradford is the director of the SSR Ellers, Inc. mechanical division and has earned both his bachelor and master’s degree in mechanical engineering from Mississippi State University . While earning his master’s degree, he worked for the Global Center for Desiccant Technology and oversaw the installation and testing of two commercial desiccant dehumidification systems. He has designed HVAC and utility systems for a variety of commercial buildings. He is a member of the Orpheum’s Ovation Club, MPACT – Memphis ’ young professionals association and the American Society of Heating and Refrigeration Engineers (ASHRAE). He is also on the Executive Alumni Board for Memphis University School.

Patrick Smith, PE, Vice President, Transportation Team Leader


Patrick Smith is vice-president and director of the
SSR Ellers transportation group, where his experience has allowed SSR to expand its services to include construction engineering and inspection and traffic engineering. Smith started his career with his family's firm, L.I. Smith & Associates in Paris, Tenn., and managed an office for the firm while in school at Mississippi State University, where he worked on several highway projects including State Route 25 in Oktibbeha County and several sections of U.S. 82 across Mississippi. After graduation, Mr. Smith returned to Paris to help manage his family's firm, where he was primarily responsible for managing 16 survey crews and the design of highways, and in addition started a materials testing lab.  Smith also served the citizens of Henry County as a County Commissioner.
